How India’s Railway Modernization Could Expand Jobs and Help Reduce Poverty

India's railway modernization is expanding connectivity through Vande Bharat, Amrit Bharat, station upgrades and Kavach. Explore how these investments could improve job access, support regional economies and contribute to long-term poverty reduction.

India’s railway modernization is reshaping passenger connectivity, with faster trains, affordable long-distance services, upgraded stations and advanced safety technologies creating opportunities to improve access to jobs, education, health care and markets. These investments could contribute to poverty reduction by connecting smaller cities, rural communities and remote regions with wider economic opportunities.

Indian Railways transports millions of passengers daily, connecting cities and communities across the country. However, connectivity between major cities and tier-2 and tier-3 cities has historically been uneven. Since the turn of the century, increased government investment has accelerated railway modernization, including faster trains, upgraded stations and new safety technologies. Services such as Vande Bharat and Amrit Bharat, alongside the Amrit Bharat Station Scheme, are reshaping passenger rail connectivity across the country. The potential economic effects of these investments extend beyond travel, raising questions about how improved mobility could support employment, business activity and long-term poverty reduction.

Why Railway Connectivity Matters

Smaller cities, rural communities and remote regions often have weaker connections to employment, education and health care. Poor connectivity can restrict businesses' access to larger markets and make it harder for workers to pursue opportunities beyond their immediate areas. Improved rail links can also encourage tourism and increase spending in less-developed regions.

The Borgen Project spoke with Lakshya Bafna, an international business student with a scholarship from Macquarie University, about the economic implications of railway connectivity. Bafna said, “From an economic-development perspective, improved railway connectivity reduces generalized transportation costs—not just the ticket price, but also travel time, reliability and the cost of accessing economic opportunities.”

Vande Bharat: Faster Trains and Wider Economic Opportunities

India launched its first Vande Bharat service in 2019 between New Delhi and Varanasi. Since then, the service has expanded across the country, offering faster connections between cities and destinations along its routes.

Although Vande Bharat fares may put the service beyond the reach of some lower-income households, its economic impact can extend beyond direct passengers. Faster connections can help workers reach economic centres, facilitate business activity and improve access to tourism destinations. These developments may also support the growth of smaller cities connected to the network.

Bafna emphasised the importance of indirect economic benefits, explaining that “positive externalities and indirect economic benefits” matter when assessing the impact of railway investments. He added that Vande Bharat can contribute to “positive effects on labor market forces, increased productivity and business activity, increased tourism, infrastructure spillovers, and improved railway network effects.”

These potential benefits suggest that faster rail services can influence economic activity beyond the passengers who use them, although the extent of those effects depends on how effectively connected communities can take advantage of the opportunities created.

Amrit Bharat: Making Long-Distance Travel More Affordable

Amrit Bharat is a non-air-conditioned long-distance train service operated by Indian Railways and designed to provide affordable travel for low- and middle-income passengers. By reducing the cost of long-distance rail travel, the service can make employment and other economic opportunities more accessible to households with limited incomes.

While Vande Bharat demonstrates how faster connectivity can generate wider economic benefits, Amrit Bharat highlights the importance of affordability in ensuring that more people can participate in the transport network.

Bafna described affordability as a more direct potential mechanism for poverty reduction. “This is arguably a more direct poverty-reduction mechanism because affordability determines whether lower-income households can actually participate in the transport network. Affordable rail services can reduce the cost of accessing employment.”

He explained the potential effect through the example of a worker living in a smaller town but employed in a larger city. “For example, suppose someone lives in a smaller town but works in a larger city. If affordable rail makes daily or weekly commuting economically viable, the worker gains access to a much larger labor market.”

Affordable services can therefore help expand the range of employment opportunities available to workers, provided that fares, routes and schedules make regular travel practical.

Amrit Bharat Station Scheme: Upgrading More Than 1,300 Stations

The Amrit Bharat Station Scheme is a railway station redevelopment programme aimed at modernising facilities across India. Announced in 2022, the scheme targets more than 1,300 stations for redevelopment.

Planned upgrades include improved passenger facilities, accessibility infrastructure and wider platforms designed to accommodate growing passenger numbers. These improvements can make stations more functional and accessible, helping passengers connect with railway services and reach employment, education, health care and markets.

Modernised stations can complement improved train services by making the wider railway network easier to use. Better station infrastructure may also help communities access the economic opportunities associated with improved connectivity.

The scheme's potential contribution extends beyond station buildings. By improving passenger access and facilities, station redevelopment can support the broader objective of connecting smaller towns and communities to economic centres.

How Railway Modernization Could Support Poverty Reduction

Improved rail connectivity can expand the geographical area in which people can seek employment. Railway construction, maintenance and associated activities can also generate jobs, while better connections can give workers and businesses greater access to markets and suppliers. Lower transportation costs can help make economic activity more efficient.

Railway modernisation can also support local economic activity around stations. Bafna said, “A railway station can function as an economic node, not merely a place where passengers board trains.”

He explained that station modernisation can create opportunities in construction, maintenance, retail and services. It can also potentially increase demand for hospitality, taxis and logistics. Improved facilities may make surrounding areas more attractive to businesses and investors, creating further opportunities for employment and economic activity.

The extent of these benefits, however, depends on whether improved infrastructure translates into accessible jobs, increased commercial activity and sustainable income opportunities for local residents. Connectivity can create new possibilities, but it does not guarantee that every community will benefit equally.

Kavach: Strengthening Railway Safety and Reliability

Kavach is an indigenous Automatic Train Protection (ATP) system developed by the Research Designs and Standards Organisation (RDSO) to improve railway safety.

The system provides automated train protection and collision-prevention capabilities, including protection against Signal Passing at Danger (SPAD), overspeeding, rollback and certain side, head-on and rear-end collisions. Kavach can also automatically apply brakes in specified situations, including when a train exceeds its permitted speed or when the system detects two trains moving towards each other on the same track section.

By adding another layer of protection to train operations, Kavach can support safer and more reliable railway services. This reliability matters to passengers and businesses that depend on trains for mobility and the movement of goods.

However, Kavach should not be treated as a direct poverty-reduction measure. Its potential contribution lies in supporting safer, more reliable railway operations and limiting disruptions to the movement of people and goods. In this way, railway safety technology complements broader investments in connectivity, affordability and infrastructure.

Who Benefits From Railway Modernization?

Modernising India's railways requires significant public investment and can generate employment through construction and infrastructure projects. Upgraded stations featuring wider platforms, escalators and lifts can also improve accessibility for students, migrant workers, vendors and transport operators.

Nevertheless, connecting a poorer region with a wealthier one does not automatically increase the incomes of residents in the less-developed region. The benefits depend on affordability, accessibility, employment opportunities and local economic capacity.

Bafna said the economic impact of railway modernisation should be assessed “not only by passenger numbers or travel-time savings,” but also by its effects on productivity, labour mobility, market access, employment, regional development and the distribution of benefits across income groups.

This broader approach is important for understanding whether railway investments are translating into meaningful economic opportunities for lower-income households. Faster journeys and upgraded stations are important outcomes, but their wider development impact depends on whether people can use the improved network to access jobs, education, services and markets.

Conclusion

India's railway modernisation does not directly eliminate poverty, but it can help create economic conditions that enable communities to improve their incomes and opportunities. Faster services such as Vande Bharat, affordable long-distance travel through Amrit Bharat, station upgrades under the Amrit Bharat Station Scheme and safety improvements through Kavach address different aspects of railway development.

Together, these investments can help reduce transportation and logistics costs, expand access to employment and markets, and create opportunities for businesses, tourists, students and migrant workers. If lower-income communities can access these opportunities, railway modernisation may contribute to higher incomes and long-term poverty reduction.

Rail infrastructure is not a standalone solution to poverty. Its broader impact depends on whether improved connectivity is affordable, accessible and supported by sufficient economic opportunities in the regions it serves.
